On the morning of June 27, 2023, the inauguration ceremony for Xixian Port in Xixian County, Xinyang City, Henan Province, and the ship launching ceremony for Henan Ruihang Shipbuilding Heavy Industry Co., Ltd. were held. Attendees included Su Guobao, Deputy Inspector of the Henan Provincial Department of Commerce; Liu Zhiwei, Party Secretary of Henan Transportation Vocational and Technical College; Ren Weijun, Chief Economist of the Henan Provincial Department of Industry and Information Technology; Wang Mingjun, Vice Mayor of Xinyang Municipal Government; Zhou Baolin, Vice Chairman of the Xinyang Municipal Committee of the Chinese People's Political Consultative Conference; and Guan Baochen, Secretary of the Xixian County Party Committee and County Magistrate.
During the ceremony, representatives from the enterprise, port area operators, and Ruihang Shipbuilding Company delivered speeches. Deputy Mayor Wang Mingjun announced the commencement of operations.
In his address, Zhou Baolin emphasized that Xixian County, as a populous and major grain-producing county, leverages its proximity to the Huai River to implement high-standard planning and construction of the Xixian Lühekou Port. This initiative injects new momentum into the has planned and constructed Xixian Luhukou Port with high standards. This provides new impetus for the leapfrog development of Xixian's port-based economy, marks a new chapter in the county's transportation development, offers a crucial fulcrum for Xinyang City's deep integration into the Belt and Road Initiative's open cooperation, establishes a waterway transportation platform with large hinterland cargo capacity and low costs, and adds a major waterway artery to local economic development. Concurrently, the establishment of Henan Ruihang Shipbuilding Heavy Industry Co., Ltd. at Xixian Port has fostered a distinctive shipbuilding industry. This initiative not only significantly boosts local employment but also
provides robust support for Xinyang City's vigorous development of its port-based economy.
In his address, Guan Baochen stated that the official opening of Xixian Port and the launch of Ruihang Shipbuilding signify the preliminary formation of Xixian's integrated transportation network combining road, rail, and waterways. This development will further unlock the significant inland shipping value of the Huai River, enhancing the market competitiveness and sustainable development capabilities of enterprises in Xixian, the city, and the province within domestic and international trade. Moving forward, Xixian County will fully advance the construction of the Xixian Port Area and the Huaihe New District Multimodal Transport Port Area. It will continuously improve infrastructure and industrial support systems, actively
develop port-adjacent logistics industrial parks, vigorously cultivate and develop port-based economies, and accelerate the formation of a virtuous cycle where "ports drive industry and industry boost ports." This will position Xixian as a multimodal transport hub city in the upper reaches of the thousand-mile-long Huaihe River, making new and greater contributions to accelerating the revitalization of old revolutionary base areas and enhancing the Central Plains region.
It is reported that Xixian Port covers an area of approximately 423 mu (about 28.2 hectares) with a total investment of 450 million yuan. The port area's land roads are arranged in a grid pattern of seven horizontal and seven vertical routes. It is equipped with six gantry cranes and two portal cranes, and features seven warehouses: three general cargo warehouses, two grain and agricultural by-product
warehouses, and two cement warehouses. The port features five contiguous 500-ton general cargo berths and five 500-ton bulk cargo berths, with an annual throughput capacity of 3.51 million tons. It serves provinces and municipalities including Henan, Anhui, Hubei, Jiangsu, Zhejiang, and Shanghai.
